This commit allows tests in the test runner to mock functions and methods.

I wonder if this should be part of CallTracker, the basic functionality already exists there.

I was thinking the opposite. CallTracker could be implemented on top of this in the future. CallTracker is a pretty limited API.

that is ok as well, but do we need two separate APIs? regardless of the implementation, it can be pretty confusing to expose two overlapping classes.

in addition, exposing this class via node:assert makes more sense to me than via node:test, but this is not a strong opinion

I don't think so. I don't want to get into CallTracker too much in this PR, but we have options there. First, it's unstable and could be removed completely. It could also be implemented on top of the mock functionality. It would be possible to add an entire API on the mock object exposed here (foo.mock.wasCalledTimes(n), etc.), but I don't really want to go down that path in this initial PR.

can we expose mock.getter(obj, 'key', impl) as an alias for mock.method(obj, 'key', impl, { getter: true })?
same for mock.setter(obj, 'key', impl)

Yea we can. I'd prefer adding that kind of sugar in follow up PRs though.

I think a resetHistory / resetCalls can be very useful as well. can be in a follow-up PR as well

Notable changes: Add support for externally shared js builtins: By default Node.js is built so that all dependencies are bundled into the Node.js binary itself. Some Node.js distributions prefer to manage dependencies externally. There are existing build options that allow dependencies with native code to be externalized. This commit adds additional options so that dependencies with JavaScript code (including WASM) can also be externalized. This addition does not affect binaries shipped by the Node.js project but will allow other distributions to externalize additional dependencies when needed. Notable changes: Add support for externally shared js builtins: By default Node.js is built so that all dependencies are bundled into the Node.js binary itself. Some Node.js distributions prefer to manage dependencies externally. There are existing build options that allow dependencies with native code to be externalized. This commit adds additional options so that dependencies with JavaScript code (including WASM) can also be externalized. This addition does not affect binaries shipped by the Node.js project but will allow other distributions to externalize additional dependencies when needed.
