To avoid breaking PHP driver builds upgrading to the latest 1.30.x release.
Background & Motivation
See slack. #1975 backported removal of
calc_release_version.py. PHP driver builds invokecalc_release_version.pydirectly (example).Though the C driver no longer uses
calc_release_version.py, this PR restores the script to avoid needing build system changes for the PHP driver to upgrade to the latest 1.30.x release.
