Updated Firebase JS to the latest 9.13.0.

Upgraded to gulp-sass 5.0.0 to use node-sass 6.0.0

• Now using Firebase v9/compat

• Remove accountchooser.com credential helper as well as all its related configs and enums.

• Improved UI support for all identity provider sign up operations when they are restricted by site administrators.

• Adds support for disabling new user sign up in email providers, disable new user sign up via project settings and blocking functions.

• Fixes Chrome bug in dialog auto height which seems to manifest in the latest version of Chrome (v88). This seems to not have any side effects on other browsers. Fixes
