In FinOps, the owners and stakeholders are those who are responsible for and have a say in the management and benefits of cloud financial management within an organization.

Their involvement is critical because FinOps is not just a finance or IT function, rather, it's collaborative and cross-functional in practice, requiring input and accountability from multiple groups to maximize business value and optimize cloud spending.

Owners are usually the people or teams who are directly responsible for cloud costs, like FinOps practitioners, cloud engineers, finance leads, and business unit managers.

They are tasked to lead in implementing FinOps practices, making decisions, and driving cost optimization initiatives.​

Stakeholders represent a broader group such as executives (CFO, CTO, CIO), procurement, engineering, product owners, and business leaders. Such stakeholders influence or are impacted by cloud spending decisions and help in ensuring alignment with business goals.
