跨境电商国际枢纽建设：浙江省发布高质量发展行动计划
浙江省政府办公厅近日印发《浙江省加力推动跨境电商高质量发展行动计划（2024—2027年）》，提出打造高能级跨境电商国际枢纽省的战略目标。
The General Office of Zhejiang Provincial Government recently issued the "Zhejiang Province Action Plan for Accelerating the High-Quality Development of Cross-Border E-Commerce (2024-2027)", proposing to build a high-level international cross-border e-commerce hub province.
核心目标：到2027年，全省跨境电商规模较2024年翻一番；年跨境电商交易额超百亿元的重点县（市、区）15个以上；年交易规模超百亿元的跨境电商平台10家以上。
Key Targets: By 2027, the scale of cross-border e-commerce in the province will double compared with 2024; more than 15 key counties (cities, districts) with annual cross-border e-commerce transaction volume exceeding 10 billion yuan; more than 10 cross-border e-commerce platforms with annual transaction scale exceeding 10 billion yuan.
重点城市布局：杭州实施跨境电商综合试验区2.0战略；宁波、温州、金华等跨境电商综合试验区各扬所长；打造嘉兴专业性航空货运枢纽；推动宁波舟山港打造辐射全国的跨境电商海运枢纽。
Key City Layout: Hangzhou implements the Cross-Border E-Commerce Comprehensive Pilot Zone 2.0 strategy; Ningbo, Wenzhou, Jinhua and other cross-border e-commerce comprehensive pilot zones leverage their respective advantages; build Jiaxing as a professional air cargo hub; promote Ningbo-Zhoushan Port to become a cross-border e-commerce shipping hub radiating nationwide.
行业背景：2023年我国跨境电商进出口额达2.38万亿元，增长15.6%，占货物贸易进出口比重从2015年1%增长到2023年5.7%。浙江跨境电商规模占全国比重超五分之一。
Industry Background: In 2023, China's cross-border e-commerce import and export volume reached 2.38 trillion yuan, an increase of 15.6%, accounting for 5.7% of total goods trade import and export volume, up from 1% in 2015. Zhejiang's cross-border e-commerce scale accounts for more than one-fifth of the national total.
