This PR will introduce GitHub Actions for this project.
I'm not sure why Travis CI doesn't work in upstream (it works fine while I sent PR to my fork repo).
Maybe it's good to give Actions a try to see if it works fine? (and maybe you will be able to integrate publish packages to actions in the future)
Besides, actually the tests are failed in current master now so it's correct to get tests failed for now. Not sure if it's good to fix them in this PR, or this one for Actions and another one for fixing tests. WDYT?
