I added a new column to the peer review status project for the archived label. These changes should map that label to the "Archived" column in the project

From what I can tell ef283318 is the ID of the "Archived" column in the Project board. I got this value by inspecting the HTML for the project board and noticing the IDs of the other columns and this new column. However, I'm not totally confident since I need admin access to use the GitHub API on the project board
