Make it simpler to install rugged with SSH support using OpenSSH command execution instead of libssh2.

Make it simpler to install rugged with SSH support using OpenSSH command execution instead of libssh2.
Currently there is only one build flag that allows SSH support for libssh2. libgit2 however supports OpenSSH as well which can be quite useful in cases like this one.
