Purpose

visually communicate what is publicly available in the osf metrics api

Summary of Changes

  • add osf-metrics and osf-metrics.report-detail routes
  • load report names and fields from metrics api
  • render chart of report values over time (using billboard.js, tho not attached to that library in particular)
