Use PHP-CS-Fixer
v3.65.0and bump all other dependencies at the same time.Due to a refactor of the runner / eventing system in PHP-CS-Fixer/PHP-CS-Fixer#8276 some changes were needed.
There were also some return type changes, which resulted in phpstan errors. It would be good if another person can take a further look at these changes.
