据上海市人民政府网站消息，上海市人民政府办公厅近日印发《本市推动外贸保稳提质的实施意见》。该意见提出，要保障外贸企业稳定经营，包括稳定外贸企业供应链，提升跨境贸易便利化水平，畅通国际贸易货物运输。
According to the Shanghai Municipal People's Government website, the General Office of the Shanghai Municipal People's Government recently issued the "Implementation Opinions on Promoting the Stability and Quality Improvement of Foreign Trade in the City." The opinions propose to ensure stable operations for foreign trade enterprises, including stabilizing supply chains, improving the convenience of cross-border trade, and facilitating international trade cargo transportation.
供应链与物流优化

《意见》明确指出，要建立重点企业名录，加大协调解决企业在生产、物流、用工等方面困难问题的力度。推进上海港“同港化”和内陆集装箱枢纽业务模式创新，扩大“联动接卸”模式对接港口范围。优化全货机的航班时刻使用，鼓励航空公司将客运时刻改为货运时刻。
The opinions clearly state the need to establish a list of key enterprises and strengthen coordination to resolve difficulties in production, logistics, and employment. It promotes the "same-port" model in Shanghai Port and innovation in inland container hub operations, expanding the "joint unloading" model to more ports. It also optimizes the use of cargo flight schedules and encourages airlines to convert passenger flight slots into cargo slots.

《意见》还提出，要加大国际贸易金融服务支持力度。具体包括发挥出口信用保险作用、加强外贸企业信贷支持、优化中小微外贸企业金融服务、支持外贸企业加强汇率风险管理、优化跨境贸易人民币结算环境。
The opinions also propose strengthening financial support for international trade, including leveraging export credit insurance, enhancing credit support for foreign trade enterprises, optimizing financial services for small and medium-sized enterprises (SMEs), supporting foreign trade enterprises in managing exchange rate risks, and improving the environment for cross-border RMB settlements.
外贸结构优化与新业态发展

同时，《意见》要求推进外贸进出口结构优化。主要包括支持外贸企业开拓国际市场、扩大高新技术和机电产品贸易规模、支持加工贸易稳定发展、有序扩大大宗商品贸易规模、提升进口贸易促进创新示范区能级。此外，还支持外贸新业态新模式发展，包括发挥跨境电商带动作用、支持国际贸易分拨业务发展、鼓励绿色贸易发展。
Additionally, the opinions call for optimizing the structure of foreign trade imports and exports. Key measures include supporting enterprises in exploring international markets, expanding trade in high-tech and electromechanical products, stabilizing processing trade, orderly expanding bulk commodity trade, and upgrading import trade promotion and innovation demonstration zones. It also supports the development of new business models, such as cross-border e-commerce, international trade distribution, and green trade.

《意见》提出，要加强外贸企业服务保障。提升出口退税便利、稳定外贸领域就业、便利国际经贸人员往来、加强涉外经贸法律服务。其中明确提出，将出口退税分类管理类别为一类、二类的出口企业，正常出口退（免）税平均办理时间压缩至3个工作日内。扩大出口退税“免填报”试点范围。
The opinions emphasize enhancing service guarantees for foreign trade enterprises, including improving export tax rebate efficiency, stabilizing employment in the foreign trade sector, facilitating international business travel, and strengthening legal services for foreign-related trade. Notably, it specifies that export tax rebate processing for Category 1 and 2 enterprises should be completed within three working days and expands the pilot program for "no-fill" export tax rebates.
对外贸企业招录符合条件的人员或毕业生，按规定给予重点群体一次性吸纳就业补贴。为重点外贸企业外籍员工及家属、开展重要商务活动的全球高管和专业技术人员，以及来华开展商务活动的重要海外客户提供出入境便利。深入实施贸易调整援助，增强外贸企业应对外部风险能力。
Foreign trade enterprises recruiting eligible personnel or graduates will receive one-time employment subsidies for key groups. Priority entry-exit facilitation will be provided for expatriate employees and their families of key foreign trade enterprises, global executives and professionals engaged in important business activities, and key overseas clients visiting China for business. Trade adjustment assistance will be further implemented to enhance enterprises' ability to cope with external risks.
