Implement Encrypted Advertising Data which is a new feature from Bluetooth Core Specification 5.4.

The feature add a new Advertising Data Type called Encrypted Advertising Data. It allow the creation of advertising payload with encrypted data. That feature could be used by electronic shelf labels for example.
