8 seconds would only be if you are considering from the end of the proclamation sentence to the beggining of the suspension sentence, it should be from the end of the first one to the end of the second one (being 20 secons), or if you are super strict until the moment he saids suspend it (which woiuld stil be 17s). Good command anyway : )
