…ckerfile in order to force upgrade on old platforms where the distro version is severely outdated but leave it alone on modern distros where it's recent enough.

We only really need to upgrade Paramiko on old legacy platforms like CentOS 7. So remove the default from example
envs and leave it to the default in the activeDockerfile.We have received reports about possible regressions with
UPGRADE_PARAMIKOenabled on Rocky and shouldn't need upgrades there at the moment.
