This replaces #6393 (and also fixes #5179, #6144 and #6446).
I've incorporated some of the feedback as suggested on the original PR and started a new entry on choice loaders with the initial focus on simply lazy-loading a choice list. Would appreciate hearing if it's going in the right direction.
@weaverryan Seems from the issues mentioned you probably have an opinion about this.
