6.2 cherry-pick of #3125

  • Explanation: Enables the type sugar for InlineArray as part of SE-0483
  • Scope: Affects parsing
  • Issue: rdar://155607927
  • Risk: Medium, enables parsing for a previously experimental feature, but is source compatible
  • Testing: Added tests to test suite
  • Reviewer: Alex Hoppen
