Cherry-pick of #1880


  • Explanation:

    This makes it possible to use -print-supported-features directly on swift{c} and without any extra flags just like -print-target-info.

  • Main Branch PR: [Jobs] Add a job for -print-supported-features #1880

  • Risk: Very Low (Adds a new job that is only available with new -print-supported-features compiler option).
