a11y_consider_explicit_label should not consider popovers as text #17354

Describe the bug
Svelte won't raise an a11y_consider_explicit_label warning if a button only contains a popover and no other text, but as seen in this screenshot, popover text is not exposed to the accessibility tree, so the warning would be warranted.
