| We also use this image in DO (and ideally we will deploy to all clouds). Can we do this in a way that doesn't install the CLI for all targets (it could already be like this, I'm not familiar enough with Packer to know for sure) |

Moving it to packer saves the time needed to install it when spinning up a new project.
