Add support for Microsoft's DSL Bicep

Hey 👋

This adds support for Microsoft's DSL Bicep via my plugin.

I was unable to run the test suite successfully though, unfortunately. Here's the output before it hangs:

Are there any concerns about merging this? I work with Bicep files daily so having support for this would be very nice.
