Problem

Documentation was out of sync with actual implementation:

• Incorrect tool and operation counts across READMEs
• Missing operations in gh-pages/index.md operation tables
• Stale operations listed that no longer exist
• GitHub repository topics missing Excel features

Changes Required

1. Update all READMEs with correct counts (MCP: 12 tools, 180 ops; CLI: 13 groups, 172 ops)
2. Fix operation tables in gh-pages/index.md to match code
3. Update readme-management.instructions.md with verification guidance
4. Update GitHub repository description and topics
