The failure may involve closing the TCP socket behind the SSL socket, then closing the SSL socket.

Ruby-loco (ruby master) builds are done three times a day, and no check is done as to whether a commit has been done since the last built.

Odd coincidence, but two builds were done on ruby 2.8.0dev (2020-03-18 master afd23ed049) [x64-mingw32], and between the builds, MSYS2 updated their OpenSSL package from 1.1.1d to 1.1.1e. The first build passed, the second failed.
