Create shadow links list page with: - Table view displaying all configured shadow links - Shadow link state, source cluster bootstrap servers - Navigation to individual shadow link details - Empty state for when no shadow links exist Components: - ShadowLinkListPage: Main list view with data fetching and table - ShadowLinkEmptyState: Educational empty state explaining shadow links
