Rather than a separate pip install of pytest, this can now install requirements.txt after we add pytest to that file.

Despite that there is a
pytest.iniat the top level and that various modules inrecirq/contain pytest-based test files, Pytest itself is not listed inrequirements.txtnor in any requirements indev_tools/requirements.This PR adds it.
