I have rebuilt the docker image
gcr.io/tpu-pytorch/tpu-ci-runner:latestand uploaded. In the future, we may want upload to AR likeus-central1-docker.pkg.dev/tpu-pytorch/docker/tpu-ci-runner:latestsince the gcr will be deprecated soon.
