PEP 738: Mark as Final

The Android x86_64 buildbot is not yet up and running, so this is not quite ready to be merged. The aarch64 and x86_64 buildbots are both now stable.

@freakboy3742: I assume you're OK with being added as a second core team contact for Android?

• Final implementation has been merged (including tests and docs)
  • gh-116622: Complete Android documentation cpython#124259
  • gh-99108: Disable HACL SIMD code on older versions of Android cpython#124304
• PEP matches the final implementation
• Any substantial changes since the accepted version approved by the SC/PEP delegate
  • There were no substantial changes, only minor adjustments to the android_ver function, as discussed here.
• Pull request title in appropriate format (PEP 123: Mark Final)
• Status changed to Final (and Python-Version is correct)
• Canonical docs/spec linked with a canonical-doc directive
  (or canonical-pypa-spec for packaging PEPs,
  or canonical-typing-spec for typing PEPs)
• Closes Add support for Android as a target platform cpython#116622

I've restarted the CI but it says:

The targets are there in objects.inv, though:
