Drop read_timeout and write_timeout 

version: update to 0.9.4 While this version is supposed to match a PyMySQL version, this number never existed in PyMySQL, so there is no collision. I chose not use the 4th field as it did not produce consistent version numbers as currently implemented in setup.py.
