Description
The "C project based tutorial" link doesn't work anymore. Most probably the owner of the repo has deleted his account.
Motivation and Context
It removes a dead link from the resources

How Has This Been Tested?
Just removed a link doesn't need much testing. But I tried to access the link using a VPN just to make sure it is not blocked just just for my region and gives the same 404 error.
No effect on other areas
