@jmbowman: This includes the pip-tools upgrade for devstack. I imagine that is fine, but just want to double-check with you because I don't want to cause unnecessary devstack pain for anyone.

Yes, that should be fine since the devstack repo itself isn't running in a virtualenv prepared by the configuration repo.

These new rules are helpful because of PR #523, which adds support for multiple isolated devstacks via overriding COMPOSE_PROJECT_NAME in options.local.mk. Because of that PR, docker-compose commands cannot assume the value of COMPOSE_PROJECT_NAME or the name of containers, so it is even more necessary than before to have useful docker-compose commands exposed through the Makefile.
