It's unclear why ruby-build still triggers a HEAD request to mirrors but node-build doesn't.

Merges ruby-build v20201208
Primary change is addition of
NODE_BUILD_MIRROR_PACKAGE_URL. This feature is mostly redundant because node-build has hadNODE_BUILD_MIRROR_CMD, which is more powerful. But for parity with ruby-build, we are including this feature.ruby-build commits
