[Task]: Allow reviewers to change content listing state in the reviewer tools #15988

Description

@eviljeff

Description

Although Cinder moderators would be the primary route where listing content review takes place, reviewers should be able to make changes too.

Some of this (e.g. exposing details of the content rejection) may be completed with other tickets

Acceptance Criteria

  • Provide a way for a reviewer to remove a listing from the public view in the event of a policy violation. This should remove the listing page from public visibility, without changing the status of previously submitted add-on versions.
  • Provide a way for reviewers to approve a previously disabled content listing.
  • Record details of the disable reason against the add-on for reviewers to see
  • Display the fact that an add-on listing is content rejected in the reviewer tools
  • Ensure that Cinder is able to report on content rejections in our DSA reporting obligations
