Follow on from #15957

We've removed the old PromotedClass constants, but there are still many places we reference constants for promoted groups, rather than the database models.

(Some were deliberate in mozilla/addons-server#24236, until we've reindexed and are storing more data in the index, so any fix for this issue would need to land after 2026-01-08, and following a full reindex.)

Acceptance Criteria

• No references to PROMOTED_GROUP_CHOICES other than the model field choices. References in tests are probably acceptable; there may be other places.
