add make target for non e2e operator development

Summary

• add new make target for clarity; this changes local development - in case you don't want to run an e2e test to the following:

make switch <context> make prepare-local-with-helm run operator in IDE or in cmd line k apply <my-yaml> 

Works for both multi cluster and single cluster
