* validate chunk size from server document * test negative and zero length * check for negative length * Not strictly needed. But gives an earlier error.

This is a cherry-pick of ec39911 onto r2.1. Only needed changes were to reformat due to a difference in clang-format on master (6ccc0ae) not applied on r2.1.
