Prevent looking up symbol for as const from triggering an error #48464

This is pretty much a followup to #36741 that further hardens us to never report a symbol-not-found error when looking up the symbol for a
const
inas const
, rather than relying on either not hittingresolveName
(in the case of producing diagnostics) or not reporting the diagnostic (in the case of services), since there's never a symbol at that location (intentionally - it refers to the constant type of the expression, instead).
