⚠️ Bump to controller-runtime v0.20 & controller-tools v0.17

What this PR does / why we need it:
Contains:

• Bump to CR v0.20 & CT v0.17
• Bump to Go 1.23
• Bump to conversion-gen v0.32, openapi-gen 2c72e55
• Regenerate manifests (after CT bump)
• Set DefaulterRemoveUnknownOrOmitableFields webhook option to preserve previous behavior
  • This is necessary because the default behavior of the CR custom defaulter changed (⚠ Fix custom defaulter: avoid deleting unknown fields (zero change patch) controller-runtime#2982). Without this option the behavior of our API would change.
• Remove test utils for removed Validator/Defaulter
• Adjust unit tests to k8s.io/* v1.32.0
  • Upstream packages got moved around a bit
