Allow targetGroupName instead of targetGroupARN in forward action ingress annotations

Hi @pascal-hofmann. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

it would be great to get this reviewed / merged soon. It would save us quite some manual fiddling with different ARNs in different environments.

Thanks for the contribution! I left a comment around some caching which I would consider very important. The LBC already makes a lot of ELB API calls, it would be great to make sure this PR doesn't balloon the call volume.

We try a monthly release cadence, so looking around September ~1st for this to be released in an official version.
