Update slow_start.duration_seconds example to specify a valid value.

Documentation is suggesting to set a 5 seconds slow_start.duration_seconds but this value is not valid in AWS.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
