Contributing.md for Portuguese and English

@kelvins, I have created this contributing file in English to encourage people to contribute to the repo. I believe we could use something similar to the README.mb.

Also, we might want to consider doing the same for Spanish. I noticed you have created a pull request to translate code to Spanish too. I can't really write in Spanish, but we might find people willing to contribute.

About the README, I don't think we should keep it in multiple languages. It has almost 4k lines, so it would be painful to keep all these versions updated. Maybe we could just translate it to English 🤔

Also, we might want to consider doing the same for Spanish. I noticed you have created a pull request to translate code to Spanish too. I can't really write in Spanish, but we might find people willing to contribute.

In fact, someone else created an issue related to the Spanish translation. I can't write in Spanish either and I don't think we should support it (maybe just a CONTRIBUTING.md file). IMO, instead of supporting multiple languages, I would prefer to keep everything in English, for simplicity's sake.
