fix(package): node 8 errors

I updated some outdated dependencies to the latest feature or bugfix releases.
No breaking changes at all just more features and better performance with fewer bugs :)

Hi Team,

I am a bit of a newbie with ionic so apologies if this is a dumb question. I am getting the same error:

Cannot download
"https://github.com/sass/node-sass/releases/download/v4.5.0/win32-x64-57_binding.node":

 HTTP error 404 Not Found_ 

when I try and npm start ..... for any of the templates.

Following this thread and various others it seems the problem is fixed but I am getting the 404 error and the start script dies.

The necessary changes were merged but not released yet - you have to use npm <5 until this happens.

Actually yesterday they were released, so you can upgrade app-scripts to 1.3.8 now and it should work.

I upgraded to 1.3.8. You are probably aware, but I am getting a warning because ionic/cli-plugin-ionic-angular needs app-scripts 1.3.7.:

Anyway, is just a warning.
