Draft because this is based on #11124 , which needs to be merged first.
Note I added MongoDB but also Spanner, since we know that one exists as well and I want to be clear that this is open to anyone with a serious dialect wanting to be listed here.
IMPORTANT: We'll need to backport this (and #11124) to 6.6.
