deps: Update OCI SDK to avoid flock pin

This effectively reverses #36913 and follows-up on some recent upstream changes that made our flock pinning no longer necessary.

I'm leaving the assessment of whether to include a Changelog entry up to the OCI backend maintainers.

@ravinitp @pvkrishnachaitanya :

1. Could/does this upgrade impact the (Terraform) user in any way?
2. Can you confirm nothing is broken by running all acceptance tests for the backend?
