ESP8266 OTA upload with ArduinoOTA and espota.py is failing with ERROR[10]: Magic byte is not 0xE9

I am trying to get OTA working with arduino-cli and ArduinoOTA.ino (3.1.2 core library examples). Both arduino-cli upload and espota.py fail with

Serial upload of the same code works fine. What could be the problem?

I added a 22 uF capacitor between 3V3 and GND and OTA upload started working, woohoo! Sorry for the noise...
