Spaces | SpaceSetupFirstRooms should create restricted rooms by default for private spaces if supported by HS #18722

Steps to reproduce
- Create a new Space for me & my team mates on a HS that supports restricted rooms
- Add some default rooms
- Click next
What happened?
The room are created invite only and thus are not discoverable to invitees (team mates)
What did you expect?
The room should be restricted
