[Cisco FTD] Splitting Cisco FTD out of original Cisco package

What does this PR do?

This PR adds a separate cisco_ftd package, as planned for 7.16 to split up the cisco package into separate packages. Currently FTD datastream will still exist in the cisco package, but will be marked deprecated in a separate PR.
