That this our version of OTEL_LOG_LEVEL with the values supported by the central config logging_level setting.

What does this pull request do?
Introduces handling of ELASTIC_OTEL_LOG_LEVEL to change the log level of EDOT sdk using the same levels available from central configuration. While at it also fix default level 😓
