Removing patch that's fixed in core.

due to changes introduced in https://www.drupal.org/commitlog/commit/2/40f803ac9dd3e36926d5236e74e01e 48a03fa51a This change prevents a fatal error on install: The configuration cannot be imported because it failed validation for the following reasons: Cannot change the install profile from ‘’ to config_installer once Drupal is installed.
what’s in core.extensions.yml so it doesn’t end up overridden post-install.
composer.json. Also alphabetize entries in require-dev section.
8.3.x pantheon
If we are on Pantheon, we overwrite the sync directory with a hard-coded value (../config) because Pantheon injects their own environment settings via the PRESSFLOW_SETTINGS env variable and $config_directory_name (which we use locally to set the config dir location) will be set to sites/default/config, which isn’t where our config lives.
