[10.0] Generated source in release note does not match signatures #5375

See the recent 10.0 RC2 release notes
The signatures for the source code artifacts do not match the "Source code (tar.gz/zip)" archives in the release notes. This is not because the source differs, but because of the way the source is generated. We should decide how to handle this discrepancy in the future. The temporary solution was to include to following content in the release note:
