Since the new toolset that comes with VS 2026 doesn't support targeting anything below Windows 10/Server 2016, dotnet needs to set CMAKE_VS_PLATFORM_TOOLSET in CMake to v143 to avoid using it due to Windows Server 2012 still being supported by dotnet 10.

EDIT: NativeAOT probably needs to be adjusted for it too. cc @MichalStrehovsky
