Issue in Create Git Material and Create App Auth In Case user has only specific app access.

To Reproduce

1. Create User, Give admin access to any specific app.
2. login by that user email id.
3. create git materials for any new app.

Expected behavior

Allow to create git material for admin with specific app access.

Current behavior

gives forbidden error even have admin access.
